Authority Board    Bylaws    Op & Gov

The Act to Establish the Lincoln and Sagadahoc Multicounty Jail Authority (the “Authority”) was enacted on May 21, 2003 under Sec. 1. 30-A MRSA c. 17.  Under this act, a Board of Directors was formed to provide for the planning, construction, equipping, operation and maintenance of a common facility for corrections.  The first organizational meeting was held on December 8, 2003 and the initial founding board which consisted of twelve members, six from each County, were sworn in.  Membership in the founding board includes the Lincoln and Sagadahoc County Sheriffs, two Commissioners from each county, and six citizen representatives, one from each County District.   There are also four Alternates.  Following the founding board, appointment of directors is governed by the Agreement for Operating and Governance of the Lincoln and Sagadahoc Multicounty Jail Authority  which was signed by the Commissioners of Lincoln and Sagadahoc Counties on May 18, 2004.  This Agreement states that the Authority will be managed by a Board of Directors that will consist of twelve members, six from each county, with no restrictions. 

The Authority’s regular meeting date is the second Wednesday of the month, located at the Two Bridges Regional Jail board room at 4:00 pm.  Standing committees as established in the bylaws include the Executive Committee consisting of the Chair, Vice Chair and three members at large, Finance Committee consisting of two members from each county, and a 15-member Advisory Committee.  Other Committees that have been created as needed in order for the Authority to conduct its affairs include the Human Resources Committee, Bylaws Committee, Personnel Committee, Architect and Engineering Committee, Correctional Administrator Committee, and Design Committee.
